React (Vue, Angular 7+ etc) app main HTML file (which runs js bundle) usually presented as a UI page. And since UI page is a core ServiceNow functionality you should not have any problems displaying UI page (react app) in UI16.

I think you can even use a react app as a UI macro/formatter on a form.
